Yuriko costs {1}{U}{B}. Commander ninjutsu {U}{B}: return an unblocked attacker you control to hand, then put Yuriko onto the battlefield from your hand or the command zone, tapped and attacking. That alternate cost does not use commander tax. Casting her normally still does.

Whenever a Ninja you control deals combat damage to a player, reveal the top card of your library and put it into your hand. Each opponent loses life equal to that card's mana value. A top card with mana value 8 hurts more than a land. The list keeps a high top-end on purpose, and it keeps small ninjas and evasive creatures that can get through and bounce.

Life loss is not commander damage

The trigger is life loss, so it does not add to the 21 commander-damage total. Yuriko can still deal commander damage herself once she is attacking. EDHREC's page at https://edhrec.com/commanders/yuriko-the-tigers-shadow shows how often public lists run particular ninjas and big spells. Those cards still have to be blue, black, or colorless.

Does commander ninjutsu add commander tax?

No. Commander tax applies when you cast the commander from the command zone. Commander ninjutsu puts Yuriko onto the battlefield without casting her.

What colors is Yuriko?

Blue and black.

Why do her lists play expensive spells?

Each opponent loses life equal to the mana value of the card revealed from the top of your library. Higher mana value means more life loss.
