Top of the library

Glarb costs {B}{G}{U} and has deathtouch. You may look at the top card of your library at any time. You may play lands and cast spells with mana value 4 or greater from that card. {T}: Surveil 2.

Spells with mana value 3 or less still have to be drawn or cast from hand. The commander page fills up with expensive spells and surveil because those are the cards the ability can reach. A one-mana cantrip is legal in the colors, and it is a weak hit on the top because you cannot cast it from there.

Identity stays Sultai

Blue, black, and green only. A red or white card on an EDHREC recommendation panel for a different commander is a different deck. Glarb's own page should already be filtered to his identity. If you build the list here, the checker rejects anything outside blue, black, and green, including nonbasic lands that add the missing colors.
