Atraxa, Praetors' Voice costs {G}{W}{U}{B}. She has flying, vigilance, deathtouch, and lifelink. At the beginning of your end step, proliferate: choose any number of permanents and players, then add another counter of each kind already on them.

She does not hand out the first counter. Planeswalkers, +1/+1 counters, poison, energy, and experience all get larger only after something else placed the first one. That is why her EDHREC page is full of cards that create a counter, with Atraxa as the repeat button.

Four colors, not five

Red is outside her identity. A five-color pile built for The Ur-Dragon is not an Atraxa deck, even if both pages recommend a Sol Ring. Questions

Does Atraxa include red?

No. Atraxa, Praetors' Voice is white, blue, black, and green.

Does she put the first counter on a planeswalker?

No. Proliferate adds another counter of a kind that is already there. Something else has to place the first loyalty counter, which entering the battlefield already does for a planeswalker.

Is this the same card as Atraxa, Grand Unifier?

No. Grand Unifier is a separate legendary creature. This guide and the EDHREC slug atraxa-praetors-voice refer to Praetors' Voice.
