The Wise Mothman costs {1}{B}{G}{U} and has flying. The enter and attack triggers hand out rad counters, which mill and can add more counters later through the radiation rules. His second ability is direct: whenever one or more nonland cards are milled, put a +1/+1 counter on each of up to X target creatures, where X is the number of nonland cards milled that way.

Milling three nonland cards in one action lets you distribute three counters, including stacking or spreading them. Lands milled do not add to X. Lists aim at effects that mill several cards at once so one trigger grows several creatures.
