The Ur-Dragon costs {4}{W}{U}{B}{R}{G}, nine mana. Other Dragon spells you cast cost {1} less as long as he is in the command zone or on the battlefield. He has flying. Whenever one or more Dragons you control attack, you draw that many cards, then you may put a permanent card from your hand onto the battlefield.

You can take the discount without ever paying nine mana. The attack trigger requires Dragons in combat, so the list is dragon creatures, not only changelings and cost reducers. The permanent you put down can be any permanent card in hand, which is why the page shows a mix of dragons and a few powerful non-dragon permanents.

Five colors means any card is a rules question, not a color question
