Edgar Markov costs {3}{R}{W}{B}. He has first strike and haste. Whenever you cast another Vampire spell, if Edgar is in the command zone or on the battlefield, you create a 1/1 black Vampire creature token. When Edgar himself attacks, you put a +1/+1 counter on each Vampire you control.

You do not have to cast him to get the tokens. That is why vampire counts on his EDHREC page run higher than they do for a vampire lord you must resolve first. The tokens are black, which is inside his identity, and they are creatures, so they wear the attack-trigger counters once he is in combat.

What the average list is telling you

EDHREC's Edgar page is the overlap of public Mardu vampire lists: low-cost vampires, ways to cast more than one a turn, and payoffs for a wide board. A card at a high rate is one many of those lists share. It can still be the wrong card if your bracket does not want a turn-4 board of tokens.

The command zone trigger does not change singleton or the 100-card size. Basic Plains, Swamps, and Mountains may repeat. Nonbasic vampires may not.
